智能时代本科院校人才培养质量CIPP评价体系重构——基于Python爬虫与多元主题需求分析

摘要:

针对智能时代地方本科院校人才供需错配问题, 立足《教育强国建设规划纲要(2024—2035年)》, 旨在构建动态响应外部需求的质量评价体系。以CIPP模型为框架, 综合运用Python爬虫、扎根理论及政策文本分析技术挖掘多源数据, 重构智能时代核心能力图谱; 通过德尔菲法筛选指标, 并引入直觉模糊层次分析法(IFAHP)对包含4个一级、14个二级及42个三级指标的体系进行科学赋权。结果表明, 结果评价在体系中权重最高(0.396), 技术硬实力与产教融合机制是决定人才培养质量的关键变量。构建的评价体系推动了评价范式从经验判断向数据循证转型,为破解“就业难” 与 “招工难”并存困局、提升人才供给质量与区域服务能力提供方法支撑与量化工具。

Abstract:

To address the structural mismatch between talent supply and demand in local undergraduate institutions during the intelligent era, and aligned with the strategic requirements of the Outline of the Plan for Building a Leading Country in Education (2024–2035), this study aims to construct a quality evaluation system that dynamically responds to external demands. Adopting the CIPP model as the theoretical framework, the study comprehensively integrates Python crawler technology, Grounded Theory, and policy text analysis to mine multi-source data, thereby reconstructing the core competency profile required in the intelligent era. The Delphi method was employed to screen indicators, and the Intuitionistic Fuzzy Analytic Hierarchy Process (IFAHP) was introduced to scientifically assign weights to the system, which comprises 4 primary, 14 secondary, and 42 tertiary indicators. The results indicate that Product evaluation holds the highest weight (0.396) within the system, identifying hard technical skills and the industry-education integration mechanism as critical determinants of talent cultivation quality. The constructed evaluation system facilitates a paradigm shift from experience-based judgment to data-driven evidence, providing methodological support and quantitative tools for resolving the structural dilemma of “employment difficulty” versus “recruitment shortage,” while enhancing the quality of talent supply and regional service capabilities.
