以目标与课程为支点的美育质量测评——为了有效实施《国务院办公厅关于全面加强和改进学校美育工作的意见》

摘要: 美育质量测评,是撬动学校美育建设与发展的杠杆;美育目标和美育课程是杠杆的两大支点。为有效实施《国务院办公厅关于全面加强和改进学校美育工作的意见》(国办71号),各级各类学校应致力于"提高学生的审美与人文素养"(美育目标1)和促进学生"德智体美各项素质"的全面协调发展(美育目标2);普通高校、专业艺术院校、中高职院校等还应促进学生"专业审美素质"的发展(美育目标3)。据此三层目标,应建构"将美育贯穿在学校教育的全过程各方面"的"美育课程体系"。我们借鉴史上一些数学家、美学家、心理学家等采用的审美和艺术测量方法,以重构合理的美育质量测评公式;同时,提出基于"互联网+"的美育目标、课程、直接相关教材、教师教学、学生学习"五位一体"的大数据方案,以实现随时随地测评与督导教师教学和学生的审美学习。这项巨大而精细的工程,理当纳入国家或区域十三五"互联网+"行动计划,并需要组建各方专家队伍,统筹设计与指导实施。

Abstract: Quality assessment serves as a lever to promote the developments of aesthetic education in schools while the objectives and curriculum drive the lever. This paper, drawing on the experience of the previous assessment methods adopted by some mathematicians, estheticians and psychologists, proposed a new assessment formula with an attempt to improve assessment reliability. With the help of internet technology, a five-dimensional integrated monitoring platformcan be established in aesthetic education,involving goals, curriculum, relative teaching materials, teaching and learning. Also, a big data evaluation platform can play an important role in evaluating and supervising the developments of different subjects as well as teachers, and learners anytime and anywhere.This platform can analyze the relationship between aesthetic quality and humanistic quality, overall quality, professional quality, and so on.Moreover,it provides an example for modernization of school education and teaching.It's expected that this great and sophisticated projects should be incorporated into the national or regional 13th Five-Year Action Plan of the "Internet plus", and more experts should be mobilized to contribute to the overall design and implementation of the project.
