新中国教育均衡发展的测度

Measuring Educational Equilibrium Development of PRC

摘要: 教育均衡发展是指在一定的资源条件下,教育的发展与社会经济发展相协调,在各级教育之间、地区之间、城乡之间、学校之间、人群之间相对均等地配置教育资源,为每一位受教育者尽可能提供相对均等的教育机会和教育条件,使其平等的受教育权利得到充分的保障。通过建立教育均衡发展指标体系,可以定量地测度新中国教育均衡发展的历程,这对于理论研究和政策制定均具有重要意义。教育均衡发展指数的计算结果表明,中国的教育均衡发展状况在1949年以后已经获得了显著的改善,而进一步缩小差距则仍是当前教育均衡发展的主要内容与核心任务。

Abstract: Educational equilibrium development means that, under certain resource conditions, educational development should adapt itself to the development of society and economy,the educational resources should be equably allotted to all levels of education, regions, urban and rural areas, schools and social groups, which will provide the equably educational chances and conditions to all educate and ensure their educational rights can be fully realized. To measure the process of educational equilibrium development of PRC., which has important significance for both theory research and policy making, the paper sets up a target of educational equilibrium development and the calculation result shows that the condition of educational equilibrium development of China has been improved obviously since 1949. However, narrowing the gap is still the main content and core mission of educational equilibrium development at present.
