摘要: 招生标准是价值存在与价值活动策略及方法的统一体。维稳能力、发展状态与发展能力、包容能力、可及性及科学性五个标准构成了我国招生标准的元评价体系。以这五个标准及其计量模型为基础所建立的公共政策质量意义上的招生标准质量指数,以及考试制度所确定招生标准系统的公共政策综合质量指数,能为发现、改进、完善、建构我国现行招生标准体系的对策提供客观依据。

Abstract: College entrance examination standard is the unity of concrete value, value activity strategy and value activity methods. The Metacriterion system of the China's college enrollment standard consists of maintaining stability, development status and development ability, inclusiveness, accessibility and scientific princinple . Based on the measurement model that are established with these five criteria, this paper establishes public policy quality index of national college entrance examination standard. The public policy integrates quality index of national college entrance examination standard system. These indices can provide an objective evidence for developing, improving, perfecting and constructing the current college entrance examination enrollment standard system in China.
